INCSMPS – National Research Institute for Labour and Social Protection

The Institutul National de Cercetare Stiintifica in Domeniul Muncii si Protectiei Sociale (INCSMPS) was established in 1990s. The INCSMPS's research and expertise has supported Romania in creating and developing a sustainable economy based on modern European principles.

There is a specialised Policies for the Elderly team within the Social Policies Department. This team's research has assessed perceptions of disadvantaged elderly people, social policies and services for the elderly.

Key personnel involved in the project

Speranta Pirciog is Scientific Director at the National Scientific Research Institute for Labour and Social Protection since 2003. In 1998, she received her PhD in Economics – Labour Economics Specialization from The Bucharest University of Economic Studies (Romania). She has extensive experience in the field of socio-economic research: impact analysis of social policies, analysis of needs, impact assessment of labor market policies, analysis of policies and programs to reduce poverty, assessment of labor demand. She also has experience in the previous Phare – Framework Programme 6, in the project „The Impact of European Integration and of Enlargement on Structural Change and Cohesion”.

Vasilica Ciuca is general manager of National Research Institute for Labour and Social Protection (INCSMPS), Bucharest, Romania. She holds a PhD in Economics. Her research interests include labour market policies (employment of older workers) and social protection. She coordinated numerous national and international research projects and she is a member in: Domain Committee “Individuals, Societies, Cultures and Health – ISCH”, Program COST – UE, 2010-2011; ESFRI, SSH Roadmap Working Group, European Commission, 2007.

Ghenta Mihaela is researcher (economist) and also responsible for the research team Elderly policies at INCSMPS (Social Policies Department). Her main interests are comparative research, methodology development (both quantitative and qualitative) in social policies focus on elderly, quality in social services, long-term care. She authored several articles regarding elderly and social services for elderly. She has over ten years experience in scientific research.

Bertha Sanduleasa works as researcher (sociologist) at INCSMPS. She holds a PhD in Sociology from the University of Bucharest (Romania) in 2010, with a thesis on gender equality on labour market. With nine years of experience in implementing projects in the field of social protection and labour market, she has expertise in social research methodologies. She a worked as team member in research projects related to social assistance for elderly and she co-authored articles and books related to these themes.

Aniela Matei is researcher (sociologist) and the head of Social Policies Department at INCSMPS. She holds a PhD in Sociology and a Master’s Degree in Communication and Public Opinion. She has experience in methods and techniques of social research (quantitative and qualitative) and in methods and tools for impact evaluation programmes in social policies. She a worked as team member in research projects related to social assistance for elderly and she co-authored articles and books related to these themes.

Lăcrămioara Corcheş is a specialist with extensive experience in social policies and university lecturer in social work. She holds a PhD in Economics. She has experience in policy analysis on various social and economic issues and academic experience in applied studies. Her research activities focus on social inclusion, poverty, and social services policy for elderly. She authored several articles regarding social programmes developed in the field.

Main tasks attributed to them in the project

  • Enrolment in Social support and long term care.

  • Contribute to the definition of conceptual boundaries of long-term care from a perspective of New Member States (Romania). This will provide an important input for conceptual approaches that take the role and dynamics of pathway-dependency into account (Task 1 from the Social support and long term care)

  • Contribute to task 2: provide/validate/analyse database from New Member States (whit free access or with access provided under the partnership)

  • Contribute to task 3: Identifying main drivers of change in delivering social support and long-term care in New Member States (Romania).

  • Enrolment in Dissemination:

  • Participation in Stakeholder Forums. The MOPACT Active Ageing Forum will be held three times during the project and INCSMPS will help guide the Forums to ensure they meet the needs of NMS

  • Final conference.
